BENGALURU | March 8, 2026 – In a move set to redefine the real estate landscape of Karnataka, the State Government has officially announced the launch of Kaveri 3.0. Unveiled by Chief Minister Siddaramaiah during the 2026-27 State Budget, this ₹65-crore project introduces a “fully AI-enabled” and paperless ecosystem, promising to eliminate the bottlenecks that have long plagued property transactions in the state.

The Shift from Presence to Pixels
The most transformative feature of Kaveri 3.0 is the introduction of Remote Property Registration. Leveraging a 2025 amendment to the Registration Act, the new platform will allow buyers and sellers to execute sale deeds without a mandatory visit to the Sub-Registrar’s Office (SRO).
“The much-needed introduction of Kaveri 3.0 will increase transparency and remove third-party dependence,” noted industry leaders during the budget session.

AI-Powered Verification: The software uses Artificial Intelligence to automate document drafting and record-writing, significantly reducing human error and manual scrutiny.
Enhanced Security: To prevent identity fraud in a “faceless” environment, e-KYC and Facial Recognition have been made mandatory for 43 different revenue services.
The ‘Land-Stack’ Integration: Kaveri 3.0 is not a standalone tool. It is part of the Karnataka Land-Stack, a GIS-based master database that integrates Bhoomi 8.0, Mojini (survey), e-Swathu, and e-Aasthi into a single unified platform.
Modern Infrastructure: Alongside the software, the government is establishing five Mega-Registration Centres on a PPP model, designed to mirror the efficiency of Passport Seva Kendras.
Impact on Bangalore & Mysore Real Estate
For developers managing large-scale plotted developments or high-rise apartments, the move to remote registration is a “liquidity booster.” By bypassing the traditional appointment-scheduling delays at 207 SROs, developers can now process bulk registrations for hundreds of units simultaneously.
Furthermore, the government has allocated ₹72 crore to digitize legacy records (pre-2003), making historical title searches—a critical part of due diligence in Mysore and Bangalore—instant and online.
