Indonesia acquires $500 million complex in Makkah for Hajj Piligrims

In a historic move, the Indonesian government has officially acquired a massive hotel and real estate complex in Makkah, Saudi Arabia. This $500 million investment, completed in December 2025, marks the first time a non-Saudi entity has acquired land in the holy city following recent changes to Saudi property laws.

Managed by Indonesia’s new sovereign wealth fund, Danantara, the project is known as the “Indonesian Hajj Village.”

Key Details of the Acquisition

Property: The center of the acquisition is the Novotel Thakher City Makkah, which consists of three towers and 1,461 operational rooms.

Location: Situated in the Thakher City area, approximately 2.5 kilometers from the Masjid al-Haram (Grand Mosque).

Expansion: The purchase includes 5 hectares of land. Indonesia plans to build 13 additional towers and a dedicated shopping center on this site.

Capacity: Once the expansion is complete (estimated by late 2026/2027), the complex will have over 6,000 rooms and can accommodate up to 23,000 pilgrims simultaneously.

Why This Matters

Cost Reduction: By owning the accommodation rather than renting from third-party providers, Indonesia aims to lower the high cost of Hajj and Umrah packages for its citizens.

Strategic Access: The location is significantly closer to the Grand Mosque than many current accommodations. Access will be further improved by the Al-Hujun tunnel, scheduled for completion in 2026, which will provide a direct path for Indonesian pilgrims.

National Pride: As the world’s most populous Muslim-majority nation, this “Hajj Village” allows Indonesia to manage its pilgrims’ logistics, food, and services independently.

Economic Return: The project is expected to create over 7,500 jobs for Indonesians and generate roughly $150 million in annual economic value.

Implementation Timeline

Operational Start: The existing Novotel towers are expected to begin serving Indonesian pilgrims under the new ownership as early as January 2026.

New Construction: Groundbreaking for the additional 13 towers is slated for the fourth quarter of 2026, with a projected additional investment of $700–$800 million.
